I'm pretty sure that in Great Britain we used to hang the paper over the top, like they do in the US. It makes more sense to do it that way, doesn't it?

I agree about the right way being over the top.... but.... my daughter says that when you hang it the other way, the kids are less likely to use too much since it doesn't roll off as easily.
