It is not a matter of semantics

President Trump does not have to declare war because there was never a capitulation between North and South Korea. It was an armistice signed by Military commanders from China and North Kore on one side, and the U.S-led United Nations Command signing on behalf of the international community on the other. South Korea was not a signatory.
May 27, 2017 a North Korean press release states Pyongyang "does not consider itself obligated by the cease -fire agreement that ended military hostilities in the Korean War from 1950-53" More over North Korea has promised to respond "with forceful military strikes" against any hostile actions including attempts to inspect North Korean shipping suspected of carrying banned cargo.
President Trump is however poking North Korea with a big stick.
OMG I sound like that falling leaf person. Sorry you all.

I beg to differ: not only are you correct, but you don't sound like a raving loon.

Carry on.
